Previous court rulings (I believe by the Supreme Court) have stated that the outside of an envelope or package (from address to address) are considered "public domain" are not protected.
The same could be (and is said) regarding a phone listing of to/from number called. The only panic from the masses is that since it is all digitized and readily available (as opposed to physically looking at envelopes) is that now hundreds of millions of data points is now available.
A court order/search warrant would be required for any phone taps to record/analyze what is being said.
Personally, I don't have a problem with this.

It's a manner of two things that concern me most, first, metadata can, in aggregate, lead an analyst to determine a whole lot more than just the basics (hence why we've become so OPSEC sensitive over all of these years.)

Secondly, we know for a fact that Federal executive agencies have been used in targeting political enemies, when you use the information from the former to target the latter, you can very quickly lose our ever expanding government force mechanisms to those who most effectively use these tools to build a power base around themselves. Especially when wielding the media as a mouthpiece for propagandizing not what the facts are, but what seems the most controversial.
"The two enemies of the people are criminals and government, so let us tie the second down with the chains of the Constitution so the second will not become the legalized version of the first." ~ Thomas Jefferson

It will be of little avail to the people that the laws are made by men of their own choice if the laws be so voluminous that they cannot be read, or so incoherent that they cannot be understood.
    James Madison
