Okay, I'll bite.
As a "third-tier" Chief myself, most of the "Command Chief unofficial rules" were actually the "Wing Commander's unofficial rules", the NAF's "unofficial rules", or the MAJCOMs "unofficial rules". The wing CCC is typically presented with a stinking bag of poop that they have to implement. My experience was that the wing CCC fought against most (can't honestly say all) of these "unofficial rules" but of course was overruled.
Now, I did experience one case where the CCC was dead set against MSM for TSgt and below. My personal thought was that he didn't get one...and obviously no one else should either. He was also the only CCC that never extended an invite to me as a newly arrived Chief for a meet & greet, so personal skills were not a strong point. Enter new CCC (who had been on base for a few years), yours truly approached him with a TSgt for MSM...CCC supported and boom: MSM for TSgt.
In fact, I've had CCCs tell me: "I personally do not agree, but if it is warranted I will support"... and that is exactly what happened. Too often once folks hear the first part, they decline to push the second part.
The only true CCC unofficial rule that I am personally aware of is the need for a CCC exec...and I've expressed my view on that enough.
