    Not enough info to really to form an opinion. However, if it was an accident then it was from not following procedures. If not preparing to shoot someone, your finger should never be on the trigger. Also, if clearing the weapon, it should be pointed into a sand filled barrel that is intended for this procedure, or whatever else the Navy uses.

    Pretty much ...

    Navy pretty much uses the same clearing barrel, even on ships.
    The most important six inches on the battlefield ... is between your ears.

    So either it was a negligent discharge, OR gross negligence in attempting to get out of work, so malingering..

    As FLAPS said, there's not enough information to form an opinion. Regardless, the sailor will probably receive an Article 15 for this incident.
