The Navy already rewards (gives extra consideration) to Sailors that take tough jobs such as Recruiting and RDC. The problem with that is: When they return back to their coomuinty of origin, they try to offset their well-doing by ranking them at the bottom of the barrell.

Sometimes, the over-achivers are seen as a threat by colleagues and seniors and they take it upon themselves to use this outside duty against them.
