    Should people who pay ransom demands be charged with funding terror?

    A thought came to me recently after reading elsewhere about how many millions ISIS has made (along with dozens of crime cartells over the decades) regarding people paying a terror group or crime syndicate ransom.
    Should they be charged with Aiding and abetting/Funding terror?

    How much has ISIS made regarding people paying? I would like to read about that. Have a link?

    The first two articles touch on how much ISIS has made in ransom payments. Not sure how concrete they are as they're the only two articles I found that talked numbers rather than simply saying they're making money off of ransoms being paid. The last three (maybe 2) make me wonder if kidnapping is worth it to ISIS to continue. Kidnapping may have helped them in their early days, but according to the last 2 or 3 articles they're bringing in $1 million a day (on top of the $400+ million they seized from a bank in Mosul)
