What will it take to make these kids understand, throwing rocks from a bridge, or near freeways is NOT A SPORT and can/will hurt and potentially kill people?

Also, on the CNN news slot where i heard about this, it was being mentioned a few of the 17 yr olds were being looked at as being charged as juveniles, which i now see was overturned (in the latter article).
Since we see reports of this 12 yr old, or that 11 yr old getting charged as an adult in a shooting crime, slashing murder etc. What age DO you see it being needed before someone gets charged as an adult? Or should it be based on the crime done?
