Looks like a Class D Felony in Iowa.

    99F.15 PROHIBITED ACTIVITIES -- PENALTIES.
    4. A person commits a class "D" felony and, in addition, shall be
barred for life from excursion gambling boats and gambling structures
under the jurisdiction of the commission, if the person does any of
    the following:
    k. Uses counterfeit chips or tokens in a gambling game.

Graphics shop at STRATCOM got a 3-D printer? You know it's an E who operates it. When I Googled counterfeit chips looking for the Iowa law on the subject I noticed several articles about RFID in chips dating back to 2005. If it's $10 or $20 chips he might have thought he could fly under the Radar (or Sonar in this case).

For once we get some information regarding misconduct that doesn't involve a sexual indiscretion, brutality towards junior personnel, or the mis-use of alcohol.

Not sure if I should be happy for the change, or if I should be concerned that now we'll start a round of stand-downs with half-baked training on gambling.

This story brings out my cynicism in bold.
Matt Wilbur, the top prosecutor in Iowa’s Pottawattamie County (the ONLY prosecutor in Pottawattamie County, he's also the water meter reader and the chief of animal control) said Giardina’s lack of a criminal record coupled with his distinguished service to the country makes it very likely he would avoid serious punishment in a state court. But the Defense Department can take action against him under the military code of conduct.

“They assured us they would have the ability to deal with him,” Wilbur said. (STRATCOM threatened to declare the casino off-limits if they prosecuted)

Naval Criminal Investigative Service spokesman Ed Buice said a federal investigation is underway but that the agency won’t comment on ongoing investigations (hopefully this will go away soon after Admiral Diamond Jim the Riverboat Gambler becomes the "special assistant to the assistant deputy vice whatever".)

This is pretty common actually. Every time a military person is charged of base with a crime, the DoD requests jurisdiction. Often times for things like first-time DUI or a case like this where the military will hammer the member harder than the civilian courts would, the civilians turn jurisdiction over to the military.

I don't know, my money is on this won't be treated like a felony.

His career is over. I understand he has been relieved of command and transferred to the Navy CNO Staff with a drop from 3 to 2-stars. I don't think he'll be given much else since someone on his level rarely gets what an enlisted would, i.e, a much harsher punishment. He will probably be just allowed to retire at his 2-star rank to save the Navy any further embarassment.

It looks like they'll give a window-dressing punishment if you're <4 stars, but as we saw with the former AFRICOM/CC, they will circle the wagons for the big boys.
