Most work in the Pentagon isn't 'war fighting' but acquisitions, program management, requirements and resourcing ($$$) (man, train, equip) etc. Most of the heads for that are senior civilians (either DoD SESs or folks like Asst Secretaries, Under Secretaries etc.)
