Now I've seen it all! The Navy has become so obsessed with uniform ideas this past decade that they had to take it to the brig also.?.?

I can understand some military criminals aren't worthy of wearing a military uniform; however, we had to go as far as differentiating between "awaiting trial (chocolate) and convicted (tan)."

"The new duds are designed to enhance security and cut costs, according to an April 24 press release from Navy Personnel Command, which oversees detention facilities worldwide."

If we're going to cut costs, let's just go all the way and put them in the same color since they'll be behind the same bars regardless of status. Wear a different colored name tag, ball cap, or belt... not that it really matters in the big picture with this questionable change.
