So... is this a wag the dog scenario or is it a real threat? Would a real threat be broadcast across the globe? Wouldn't it be more wise to not tell the terrorists that we know what they are planning?

Actually, the State Dept issues travel advisories and embassy closings routinely. The difference in this case, seems to be the scale of the advisory and the number of embassies. Note that in this case "closed" means closed for regular business. The don't seem to be recalling personnel or increasing security, at least not publicly.

As to not telling the terrorists: that could go either way, announcing we are aware of their activities may cause them to change plans or date of action and put them on notice that security will be higher (i.e. planned targets will not be 'soft'). I would suggest that it might be a calculated information release.

"Just might be the result of the prison break from our military prison that we were to 'hard' on them!" (now run by the locals)
