This doesn't really change much. Board system was only in place for 2 years and didn't change the promotion rates much. They say 100% opportunity, but the actual rate is never 100%. The Senior rater (wing commander) makes promotion recommendation and did the same for the board the last two years. With thin records to review, the board pretty much went with the Senior rater's recommendation. So, the board did seem to be a waste of money and manpower.

It's not really 100% to Captain. The ones who murder more than 3 people and don't have a good lawyer don't make it:pound

On the flip side, they're going to institute central promotion boards to GS-11. It's the equivalent of a Captain.

What's really entertaining is when a Colonel who sat on a 100% promotion board briefs young officers on what people did to get non-selected for promotion.

My favorite is the Lt who wrote a letter to the board explaining why she was on the weight management program and why it was unfair. However, there was nothing in her records indicating she was on the WMP, so she highlighted herself in a bad way for no reason. Non-selected.

I think the Wing CCs would actually prefer a central selection board because it would allow them to get rid of their trouble officers by damning them with faint praise. The RIF boards were a godsend that way. It was an opportunity to get rid of problem children. Now they have to do the dirty work themselves at a local level--which means it won't get done and problem officers will be moved on to new assignments instead of getting kicked out of the Air Force.
